Each zoo shall prepare policies and plans for its development. A policy lists everything including timetables and goals, giving an idea of the desired direction of the zoo. An Acquisition & Disposition policy should also be prepared.
A master plan should be made for the next 5 to 25 years. A master plan creates a vision supported by policies, guidelines, and priorities, guiding the development and evolution of the zoo. The planning team that creates the master plan should involve the Director, Curators, Architects, Veterinarians, Staff from keeper and Education departments, and Species Specialists (for endangered species), and may or may not be supplemented with outside consultants. This forms a varied group and reduces time spent on adjustments after construction. A management plan giving details for proposals and activities of development for the next six years should also be prepared.
PPT-110: Endangered Species
Endangered species are defined as "Species of organism which are in danger of extinction." The endangered species are classified into three categories: Critically Endangered (CR), Endangered (EN), and Vulnerable (VU).
The categorization process should only be applied to wild populations inside their natural range. For listing an organism in any category, there is a range of quantitative criteria. Meeting any one of these criteria qualifies a taxon for listing at that level of threat. Each taxon should be evaluated against all criteria, though some criteria will be inappropriate for certain taxa. The relevant factor is whether any one criterion is met, not whether all are appropriate or all are met.
The Categories:
- Extinct (EX): When there is no reasonable doubt that the last individual has died.
- Extinct in the Wild (EW): When a taxon is known only to survive in cultivation, captivity, or naturalized populations well outside the past range, and exhaustive surveys in known/expected habitat have failed to record an individual.
- Critically Endangered (CR): When a taxon is facing an extremely high risk of extinction in the wild in the immediate future.
- Endangered (EN): When a taxon is not Critically Endangered but is facing a very high risk of extinction in the wild in the near future. Also includes those which are abundant in their range but gradually declining in total numbers.
- Vulnerable (VU): When a taxon is not Critically Endangered or Endangered but is facing a high risk of extinction in the wild in the medium-term future.
- Data Deficient (DD): When a taxon has inadequate information to make a direct or indirect assessment of its risk of extinction based on distribution and/or population status. A taxon in this category may be well studied with its biology well known, but appropriate data on abundance and/or distribution is lacking. This is not a category of threat or Lower Risk.
- Not Evaluated (NE): When a taxon has not yet been evaluated against the criteria.
PPT-111: Measures to Save Endangered Species
Many factors operate independently or in various combinations for destruction or extermination of various species. Some species are more susceptible than others, making them endangered species. Measures include learning about endangered species in our area, research & documentation, and listing of endangered species including current population size and food/feeding habits.
Awareness should be given about the importance of wildlife including medicinal sources, commercial, aesthetic, and recreational benefits. Habitat Protection & Preservation is crucial since the greatest threat facing many species is widespread destruction of habitat. Do not use toxic herbicides or pesticides as they are horrible pollutants causing severe damage to the environment and dependent animals. These hazardous pollutants affect wildlife at many levels, take a long time to degrade, and build up in soils or throughout the food chain. Predators like hawks, owls, and coyotes can be harmed by eating poisoned animals, and some amphibians are particularly vulnerable.
Avoid products made from endangered species, including tortoise-shell, ivory, coral, snakes, turtles and lizards, live monkeys or apes, fur from tigers and polar bears, crocodile skin, medicinal products made from rhinos, tiger, or Asiatic black bear, and most birds including parrots, macaws, and finches. Harassing wildlife is cruel and illegal — certain acts like shooting, trapping, or forcing a threatened or endangered animal into captivity are illegal and can lead to extinction.

The IUCN Red List of threatened species lists 45 species of internationally threatened animals occurring in Pakistan:
